Implemented 1-second caching for TerminalInfoInteger and MQLInfoInteger
in the IsTradingAllowed function of ExpertMAPSARSizeOptimized_Improved.mq5.
This reduces terminal API overhead on every price tick.
The function was also refactored to use a single return path for better
maintainability and to avoid logic duplication.

Deleted temporary benchmark script.
