google-labs-jules[bot] 6343782c72 feat(ux): add pulse animation to active status badge 
- Add `@keyframes pulse` and `.status-pulse` class to `index.html`, `dashboard/index.html`, and `scripts/web_dashboard.py`.
- Apply `.status-pulse` to the "Active" status badge to indicate system liveness.
- Improve visual feedback for the user on system health.
- Record UX learning in `.jules/palette.md`.
