   owner should commit/push it (and this session's handover) as appropriate.
3. Note remediation recommendations carried forward from GOV-2 (update DECISION_GATE
   to CHUNK 11 / offset; align README + PROJECT_PHASE_INDEX; clarify checkpoint
   chunk_size field; GOV-1 SHA nuance). None were performed here (evidence export only).

Next step

The repository remains authoritative and UNCHANGED. The bundle is now the review target. Do NOT process CHUNK 11, do not touch the checkpoint, do not access Dukascopy, until the owner reviews the bundle and issues the next authorization.
