### Notes
| |||
| |||
- "FROZEN" means: do not modify the bytes. A verified defect is documented,
| |||
classified, and kept auditable; corrective action happens only in a
| |||
separate, explicitly authorized phase (per the silent-bug policy).
| |||
- "IMMUTABLE" means: never rewrite; at most annotate the evidentiary status
| |||
elsewhere (evidence downgrade is allowed without changing the value).
| |||
- "MODIFIABLE WITHIN PHASE": research scripts may be changed but any
| |||
historical output they produce must remain byte-identical, or the delta must
| |||
be restored/documented (silent-bug policy §15).

### Silent-bug policy integration
| |||

Change decisions respect `docs/CODE_VERIFICATION_AND_SILENT_BUG_POLICY_v1.md`:
| |||
independent oracle, mutation testing, temporal checks, leakage checks,
| |||
reproducibility, and no silent repair, no result-driven tuning.
