Scope         : Defines the DEFAULT state of every key artifact and whether a
                change requires new explicit authorization.

This matrix MUST NOT be weakened to authorize a change that is otherwise frozen. Adaptation is only allowed to make protection STRONGER, never weaker.

Notes

• "FROZEN" means: do not modify the bytes. A verified defect is documented, classified, and kept auditable; corrective action happens only in a separate, explicitly authorized phase (per the silent-bug policy).
• "IMMUTABLE" means: never rewrite; at most annotate the evidentiary status elsewhere (evidence downgrade is allowed without changing the value).
• "MODIFIABLE WITHIN PHASE": research scripts may be changed but any historical output they produce must remain byte-identical, or the delta must be restored/documented (silent-bug policy §15).

Silent-bug policy integration

Change decisions respect docs/CODE_VERIFICATION_AND_SILENT_BUG_POLICY_v1.md: independent oracle, mutation testing, temporal checks, leakage checks, reproducibility, and no silent repair, no result-driven tuning.
