## Statement (verbatim)

> P3-S23 — CORRECTED-POPULATION ML BASELINE requires separate owner

## What this decision does NOT authorize

This ML-READY determination is **not permission to run ML**. It only records
that the corrected 707-setup population is internally consistent with the
frozen Candidate Setup (F3/F4), feature (12-causal-schema), and label
(P3-S16 v1) contracts, and is sufficiently trustworthy to be a candidate for a
separately authorized corrected-population ML experiment.

## Statistical caveat (intentionally NOT an ML decision)

The corrected binary-fit N (579) vs the frozen P3-S20 N (571) is a statistical
statement of sample size. It is recorded; it does not by itself declare the
data "sufficient for ML." Sufficiency/power must be stated inside the
authorized P3-S23 pre-registered experiment.
